Creating your own deck

For some people who have parents with kinda closed minds. Eg: Associating tarot with devil blahblahblah... It would be wiser for us to create our own other than buying them. (Not a lot in my area anyway.)
Does anyone have any wise words or procedures for making your own deck? Any websites? All help is appreciated!
