As far as I know there is no Astrological signature for psychic abilities. It's obviously possible for someone with this particular feature to be psychic but then there are the thousands of others with the same feature who probably have no psychic abilities at all.
Sadly, I don't think you can lay down rules of how someone is seen simply from one planet conjunct the Ascendant - charts are far more complex than that and of course people are also complex. One of the beauties of Astrology is its ability to allow the practitioner to handle this complexity and deliver an accurate judgement.
