Question about shipping

I'm not sure where this goes, but it involves shipping tarot decks, so I thought it might go here.

I've only ever used the flat rate envelopes for outside the US. If I use it to mail a deck but it's to Alaska, will it cost the $4.60 fee?

The US Postal Service site says "anywhere in the US" for $4.60 so that should be the cost.

Alaska, Hawaii, and Guam are all 4.60 Priority under a pound or the flat rate box, and all would be a zone 8 otherwise, for figuring cost.
