I have a question regarding an old chart I found. I'm not asking for a complete reading, just some insight on a couple of things. The question was "Did he read it?" or "Has he already read it?".

I take the passing conjunction between the rulers of the 3rd houses as a "yes". Am I correct on this?
Next, the Moon will square Venus (me) and then directly conjunct Mars (him), do I have translation of light here?
Also, I wanted to ask how should I read the forthcoming conjunction of the Moon, ruler of the actions/question, with the North Node and the conjunction of the North Node with the Dsc? Is it beneficial and does it point at a beneficial final result since this will be the last Moon aspect? I am learning about the North Node now.

The Moon rules your third house and as the question relates to reading the letter (your communication) we can take the Moon as signifying your letter.
Saturn as ruler of the ninth doesn't really come into it, at least at this stage. Saturn would signify a letter or other form of communication from him, and that does not feature in this question (which it might if the question was 'Has he replied to my letter?' The Moon does indeed transfer the light from Venus (you) to Mars (him). That's evidence that he will receive the letter and read it. I'd take that as a future event, as the Moon is only just beginning to apply to Venus.
If he's received the letter, I don't think he would have read it. However there's no reason to believe that he won't read it, an as the Moon has some 15 degrees to travel to catch up Mars, it's likely that he will read it in just over a day's time (the Moon's daily travel is around 13 degrees) You could use an aspectarian to see when the Moo/Mars conjunction is perfected.
That's a real time projection and some Astrologers might take it as symbolic time and use a degree to stand for an hour. So that would be 'he's going to read it in the next 15 hours'.
The two timings are so close together that for practical purposes it boils down to he's unlikely to have read it yet but will have done so in the next 24 hours. give or take a few hours.
So the Moon signifies the letter from you to him and he will receive it (conjunction of Moon and Mars) and there's no indication that he won't read it (such as the contact being by opposition or Saturn afflicting Mars by square or opposition, The conjunction occurs in the sixth House, which is inconjunct the Ascendant. That might be argued as evidence that he won't notice the letter, but given that it is a conjunction, I don't think he could miss it. It's more likely that the event in the sixth simply means that you will not be aware of it, or 'notice' it. And indeed that is why you asked the question
