I'm mostly asking this question because I'm wondering who to approach about getting my own deck published...I should probably wait until I finish it, but I always do things the wrong way around...
However, the question might work for other things..
So...Who do you feel is the best publisher?...
Who captures the essence of the deck creator's meanings best?
Who supports the deck with the best LWB (little white book), and other little things?
Any favourites?

I'm pretty smitten with Lo Scarabeo's in-print decks (their majors-only collector's decks aren't something I would want), but I think they're ultimately an art deck publisher. Overall I think Llewellyn is the most reliable in terms of quality of product and usability of the decks. Most of their decks seem to come with actual books, but the LWB for the Robin Wood is probably the best I've seen. Yes, yes, I know - I need the actual book by Robin, I'll get around to it...

Almost every deck I've seen from US Games Systems says 'Printed in Belgium' on it.
Your best bet it to go right to the distributors of decks you have, tell them you have designed a tarot deck with such and such a theme, why you feel this makes your deck unique ( do NOT say it's another rider-Waite clone; in fact do not mention the RW at all), and tell them you can send samples. Also say you have your own LWB ( lie if you have to). Then have a design for the card backs.
Be upbeat and professional. Remember, there has been a dearth of tarot decks in the past 5-8 years. Do not be disappointed if you do not have a positive response the first time out. (I just sent 45 letters of inquiry out to possible occult publishers and have one positive response out of 10 rejection letters I have received.)
Contact the producers of regular playing cards, too.

Although many other publishers have produced high quality cards, I find that AGMuller has been very consistent with producing superb quality decks.
Personally, if I had a deck to be published, I would probably opt for them if given the choice.
