I enjoy it when decks are willing to change up the gender a bit especially in the major arcana and have seen this done successfully many times in the Magician, Temperance, Hermit and a few other cards but I haven't seen many decks that have depicted the Devil as a woman. It's bveen done in some of the all female decks like the Goddess Tarot but that's not the same (to me) as changing the gender of a card in a gender balanced deck. The only one that really comes to mind is the hallwoeen Tarot (a very cute deck) where a femme fatale of a devil leads naked male imps around on a leash. Does anyone know of soem decks I might have missed?

tarot of the hidden folk shows the devil with "boobies" but also discretely shows its "thing" (she-male perhaps?)
other decks like the robin wood, on the other hand, totally do not represent the devil (in the case of robin wood deck, it only depicts a couple chained)

One of my all-time favorite Devil cards may fit well in this discussion. It's from the Japanese Moonprincess Himiko tarot. I've posted a scan here:

The figure could be considered a bit androgenous, but I've always thought of her as female, perhaps because of the card's symbolic similarity (real or imagined) with the story of Eve and the Apple. The Devil may, in fact, be the serpent that is twined around her, but the two obviously blend together so that it's not entirely clear where the serpent ends and the woman begins. Additionally, those are horns sticking up out of that pink hair. })

The Manara tarot also has a seductive female devil, but that is no surprise for a deck like that ;)

See I knew they were out there. I had forgotten about decks that used Baphomet as the devil and the Templars favorite goat certainly does sport both breasts and penis. Here's a version a co-worker of mine did:
