Recently (by that I mean last night) two particular decks caught my eye. the thoth deck and the universal waite deck. I feel drawn to both of them but can't afford both. which one should I go with.

Either one, you can't miss. I have both and use both. The Thoth is more intense, in my opinion. It's good for me to read on very serious questions. The Universal R/W is also good, for just about anything.
If you're into astrology and the quabbalah, Thoth is probably best. If you like to use reversals and not elemental dignities, the R/W.
Some people claim Thoth is not good for beginners. However, I've seen total newbies just click with it from the get go.
Both decks have lots of symbolism. You'll end up with both anyway, so....

Personally, I prefer the Thoth. However, it takes a little "relearning," because the symbolism is different, especially in the Court cards.
Also consider that you might be spending more on the Thoth deck because it would be helpful to obtain a book that explains it well.

Have you checked out scans and reviews of both decks? When you see the visuals and read about them, you might get a feeling as to which you should get. Check out the Aeclectic main page and www.tarotpassages.com. And let us know what you decide.
