Tarot-assisted Writers, Help!

Sometime ago some of us were talking about seeking help from the Tarot when plots, characters, and all that good stuff go awry. Or refuse to go at all.
After a long blocked spell, my writer's muse is again sitting on my shoulder. Except. I have everything all plotted out, mostly.
The story is of a woman who worked as a psychic for the CIA (there was such a program in the seventies), and got burned out. As well as badly burned by bad-guy machinations. Now her favorite niece and son are missing. And we strongly suspect the bad guy, again.
All the mystery story just kind of fell into place. The thing is, I know the hero has to come from a device to give the bad guy his come-uppance, and out of the CIA psychic thread. But I don't know just where, or how. Or even who the heck he is.
So I asked my Moon Garden deck. The answer was: Issue, the World; Advice, 10C; Outcome, Ace Swords Rx.
I can't make sense of it. Any suggestions?

Also, I suspect the answer is in the pictures on the cards, more than their meaning.....

The World ... our hero was once on the program, but he was WAYYYYYYYYY to advanced and knew what our bad guy was up to ... even back then ... so he left 'the world of the cia program' by pretending to have a few screws loose ... or some such thing, or maybe he pretended to have no talent ... when in fact he was far more advanced than anyone could recognise back in the 70's. So now he comes back into our heroines world, complete and whole, and far more advanced in his talents ... we will find out how later ... he helps her to free her mind and work with him psychically to do the deed required at the denouement
Then we go to the Ace Swords reversed ... in which baddie gets comeuppance because hero can get into his mind and change his thoughts, he;lped by our heroine ... causes baddie to impode/go mad ... whatever, your choice ... get the impression that the baddie was one of the overseeing management on the cia programme at some time ... could be wrong of course, lol
back to the 10 cups ... well our hero and heroine have to live happily ever after don't they?

Geez, guys. And I thought my plotting was pretty convoluted. But in mysteries, the more convulted, the better.

So the 'hero' isn't the lady in the story?
If it IS her, I'd say the 10 of cups shows family she's trying to protect, though a literal 'sword' coming down to pin the bad guy is probably too much unless she's also a member of the SCA and into historical re-creation to relax with. Hmm. Entice the bad guy into a demo with 'live steel', yeah! Squish! Ooopsie... Um, maybe that's too 'Highlander'?

How about then the clever old physical mediums that can conjour matter from ether? What if he had got SOOOOOOO good as a physical medium that he could literally pluck some steel from an ether. Don't know if you've read up on it Red, but you may find it very interesting.
Now physical mediumship can be VERY frightening for the uninitiated first time round ... so it would be good to explore her fear of this, and how he helps her get over her fear by bringing her something like a beautiful flower ... and then we get to the nitty gritty where she toughens up for the sake of her family, knocks down the walls that she has built up around her awesome psychic talents, and goes in for the kill ... literally or figuratively.
I too got a bit confused about the two hero aspect, and it should really be about her if its her story, but no reason why she can't have a hero of her own :)
