Instructions for a spread cloth?

I would like to make a nice spread cloth with pockets for cards and crystals that can be folded and tied with ribbons. I know someone here makes them.
Can you give me any advice? How big should the cloth be etc. (I would prefer the measurements in SI units, metric system :) )? I have been rotating this image in my head but have no idea still how to make one.

Size would be for the standard CC spread I think. Something about 24" across (hold your arms out, palms facing each other--about that width) and the same in height.
It can be single thickness, or double (which is better I think), but sew the pockets on first, you'll have to measure how much room you need on the pockets to slip a deck in nicely. Put the 2 fabrics face to face & sew around 3 sides and partly down the fourth, making sure you sewed in the ribbons (they should be on the inside, with a tad bit sticking out on the edges for this). Stop, take out of the machine, turn right side out (poke the corners out), put it back into the machine & sew a 1/4" (don't know the measurement, but less than the width of your little fingernail) around the edging to keep the two fabrics laying flat tight along the edges--tucking in the open areas of the seam where you turned it right side out, as you go.
