Asking a question...

if i'm using tarot cards to do a reading, can i ask a question like "When will my destined soulmate come into my life?"?
if no, why?

You can ask any question, but the answer you get depends on a lot of things.
The future isn't set in stone. All our actions change what we have happen around us, so asking 'when', unless it's this week or less, is pretty often useless. What we do or don't do affects everything. You can do a reading that looks like it says 'next month' but if you don't go out, don't talk to anyone & do nothing, of course nothing will happen, your non-actions prevented the meet up.
Also, a soulmate is someone who knows you inside & out & you know them. There's no guarantee that it'll be a lover. It can be your sister, mother, grandpa, best friend, etc. They're all legit soul mates. Very, very rarely are they people who you are in a relationship with or who are looking for a relationship. Of course they show this type exclusively in the movies & novels, which is why everyone thinks these are the ONLY kind, but a soul mate can be anyone, any gender, any age.

You can always ask anything, but you:
a) may not get the answer you want
b) may get the answer you want as opposed to the actual answer
c) may get an answer to a totally different question.
This is pretty much true of all tarot readings. And I agree with HudsonGray - the future isn't set in stone. This of course is up to individual belief, but I believe that there is free will and that there is always a choice; hence, the future is as yet undecided. The cards can extrapolate from the past and present and predict the future, but through the actions of yourself and others, the future can be changed.
As for how to predict.. you could always try something like this:
days -> 1-7 of Wands
weeks -> 1-4 of Cups
months -> 1-10, Page and Knight of Swords
years -> 1-10 of Pentacles
Shuffle the above cards together (removing the other cards in the deck), and draw one. That will tell you how long it is until you meet whoever it is you specify.
You can then shuffle the entire 78 card deck back together, and do another reading to give you advice on how you can influence the meeting - make it happen sooner, later, ensure it goes well, ensure you're ready when it happens, etc.
