cleanse in last quarter?

Hi all!
I read in a site about not to cleanse a deck or a quartz in last quarter (moon phase), but it didnt tel why.
1) Does anyone has a clue about why?
2) Is ok to clean the deck and quartz in waning gibbous (a week after full moon)?

I would cleanse stones in the Moonlight from the New Moon till the Full Moon. I would cleanse them anytime they needed it in other ways;Sun,water,etc.
The time after the Full Moon until the New Moon is more for banishing,etc.

You still have that three day period after the actual "full moon" though....the full moon effect spans across 3 days before and 3 days after...
