some info from the Book of Thoth:
Sevens are doubly unbalanced, being off the middle pillar and very low down on the tree. The four sevens are not capable of bringing any comfort, each one represents the degeneration of the element. It's utmost weakness is exposed in every case. The seven of swords is called Futility, it is passive rather than active, it's ruler is the moon.
