From Saul Kripke's Name and Necessity, p 106 (a wonderful classic philosophical text :)):It is in general not the case that the reference of a name is determined by some uniquely identifying marks, some unique properties satisfied by the referent and known or believed to be true of that referent by the speaker. [...] the reference actually seems to be determined by the fact that the speaker is a member of a community of speakers who use the name. The name has been passed to him by tradition from link to link.

The last sentence - 'the community of speakers' - seems to indicate the possibility of the Hierophant... but not the card I had in mind :)

I have my reasons for choosing these two seemingly way off cards, but if neither of these, I shall butt out as I will have no idea.

'tis not the World, neither Justice, nor the Chariot... and not the nine of Swords.
It is, however, a Major Arcana.
but not the ones suggested so far:- V the Pope;
- VII the Chariot;
- VIII Justice; nor
- XXI the World.

I must admit that Kripke's Naming and Necessity does shine brightly upon many linguistic and philosophical problems - but it was definitely not the XVIIII the Sun which came to my mind's eye with the given quote :)
