I was going to pick a long passage from the incredible writings of J. Simms's An Original and Illustrated Physiological and Physiognomical Chart (1882), when a wonderful little quote from Johnson (no other reference) was included in item 12 of the section on 'Ordinimentality' (p 174):
Order is a lovely nymph, the child of Beauty and Wisdom. Though short, I have really had to reflect as to which card seems to best be echoed in these words - a reflection not all may agree with :)

I'll start off with The World. The quote seems to refer to order as the result of a process and The World is a card of completion. Beauty and wisdom could be said to be properties of the woman on the card. Also, the corresponding astrological symbol is Satuurn who is quite orderly.

I'm going to say the Sun. This is because I read somewhere that sunflowers have something to do with a nymph and of course Sun can represent order and beauty.

How about Strength?
Some see the figure wrestling with the lion as being that of the beautiful nymph Cyrene.

Beauty and Wisdom gave birth perhaps to..... Justice VIII?

Lets see, if wisdom is the sophia-highpriestess, who is beauty... hmmm the knight of cups? I'll make their child the princess of cups.

Oh poo, Diana got there with my first guess before I could! (Justice)
So, instead, just in case, I'll go for... *Thinks* Death. Odd, I know, but if you add the number of Death together (1+3) you get 4: the number of order.

Kiama... you are closer than you think!
as to the other guesses... naaa :D
well, they each could be... and in fact may be better than what came to my mind... but they're not the one upon which I settled :)

How about Empress? Working on the result of one (Magician) and two (High Priestess.

Of course! I think you've got it Minderwiz... (Why on Earth didn't I think of this one??!!)
That's what I would have guessed secondly. Well, just in case it isn't...
Judgement? A bit like Justice in that it is equilibrium in one sense, and therefore order...

I'm not sure what a long short is... maybe it's what I'm wearing in this Melbourne heat... though they're a pair, actually. But the other pair... err... number II, is not the card.
Gloria is gloriously close.
Temperance certainly fits the description too, and jewel-ry's explanation of her choice makes so much sense!
Judgement, especially in the creation of Order, is also so apt...
When I thought through this quote, I reflected more on which card seems to capture 'Order' in the world - the latter part of the quote, being a child of Beauty and Wisdom, provided more an aspect of reflecting upon the card... and certainly not in any form depicted in the RWCS.

The Emperor may order the Order... but is not the order itself... ;)

Another long short.... or let's say a short long:
I'll vote for the 4 of Swords.
(You know, the parties and people I vote for rarely get elected - does this mean I vote for the wrong ones? Or does it just mean that I am not a sheep? Or does it mean I am barking up the wrong tree? Or does it mean I need to get my head in ORDER?)
4 of Swords???? (jmd: the Swords are the earth element for you, if my memory is not betraying me.)

How about The Hanged Man?
His legs are in the shape of the figure four.
Also card is associated with consistency. (order?)
