I'll say 6 of swords. The boat "divides" the smooth from the turbulent water, and the smooth water seems more "out to sea." The boat being in the middle could be a switching of sides, aka treason.

Okay then, I'll go with Temperance. The angel is by a stream, which probably isn't too deep. yet, the angel transfering water from one cup to the another, which could be seen as switching sides.

"...and in his simple show he harbours treason."= the meaning of hidden enemies, danger, deception, betrayal.
I must say, it was interesting how so many seemed to equate Swords with treason.
