Anyway, could it be the queen of swords... She can be very very sweet unless crossed, then she can turn and become the wicked witch if she feels it's necessary !

Oh Dark Eyes how true.....but even so she is indeed a remarkable woman!
Ah! but getting back to game... no.... not the card I have in mind.

My next guess is the Ace of Cups. It's the only ace where the huge hand is in a white sky. Also, while some water is streaming down (it's blue), other water is in the form of droplets, perhaps white snowflakes that melted from drifting into too hot an area.
