Mystic Zyl has already claimed the Tower...
just on the remote chance...
how about the Wheel of Fortune (not because of the Fire, but because of the equal consumption irrespective of one's station)?

Tower was my first guess too. But since it has already been taken, how about maybe Judgement?

The Lovers?
Anyone, no matter how "undeserving" can be consumed in passion and love, and arise from the flames a new and better person.

the magician?
skill....pain..loss...disaster...
i also think of the high priestess, how the righteous and unrighteous could represent that id, super-ego and concious thing...

Justice?
Nature not being just, but exact. Showing no partiality whatever race, religion, status etc.

Bluemanticore Wins!!!!!!!!!!!!!!!!!!!!
My intial feeling on the quote was that it was the Tower - but on reflection I felt that what we were dealing with here was something a bit more awesome - Gotterdamerung, Ragnorok, Day of Judgement.
All will be judged, both the righteous and the unrighteous!
Well following that excursion in to religious fundamentalism I'll leave Bluemanticore to come up with another challenge which is more mundane :)

I can't believe I won! I just started at this. :-) I'll do my best to post a new clue as soon as I can. Hope I don't make it too hard or too easy.
