This is a difficult one to have only the quote in mind, and not the whole incredibly wonderful tale! But reading the quote alone, how about: the Papess/high Priestess ?

Sorry, wrong. And no, it's not the Queen Of Swords, otherwise it would be too easy. ;) I screwed up the translation of the last line, here's the corrected one: "It was the Snow Queen. Her cold eyes sparkled like stars, but there was neither peace nor rest in them."
