Literature Clue [13th Feb.] - Solved

Wow! First time I get to do that. Here's the quote:

"One night, Kay was observing the snowflakes that were falling on the town. One of them landed on the rosebush, started to grow and took the shape of a very beautiful lady, dressed with veils so fine they seemed to be weaved of thousand frosted snowflakes.

It was the Snow Queen. Her cold eyes sparkled like stars, but there was neither peace nor softness in them."

This is a difficult one to have only the quote in mind, and not the whole incredibly wonderful tale!

But reading the quote alone, how about:
    the Papess/high Priestess ?

Sorry, wrong. And no, it's not the Queen Of Swords, otherwise it would be too easy. ;) I screwed up the translation of the last line, here's the corrected one:

"It was the Snow Queen. Her cold eyes sparkled like stars, but there was neither peace nor rest in them."
