This corresponds with Body of the Spirit ot the Earthy part of Fire.
Leonara's "status may be "low" like the earth, but she practically rules France and is a creative (and potentially destructive) force like fire.

No, but some excellent answer, some of which I thought of myself...
The Devil, 5 Swords and Moon all go for the deceptive aspect, and I did think about that, but I still feel there's more to the quote than deception.
Strength, another thought, but again, I feel there's more than strength here.
Page of Wands is an excellent answer, and alot of what MattDouglas has said fits in well with the real answer... })
JMD: Could you explain a bit why you chose the Queen of Cups?

But as it wasn't, how about Queen of Wands/Bastons ?

He can be extremely charming and seductive.
But he also wants to set the rules and would try his best to convince others to "follow" him.

And JMD has it!!! :D Queen of Wands it is.
This was my first thought when I read the passage. Even the woman's name seems very 'Queen of Wands', since it is derivative of the Lion, which is a big cat, and in the Queen of Wands what do we see as her animal 'accomplice?' A cat. :D
To me, this Queen is very ambitious, and she is stubborn. These two put together means that when she sets her mind on something, she will not stop until she's got it. I feel she can also be very ruthless about getting her own way: sometimes to the point of acting like a spoilt child.
I see this Queen aswell as being a strong character (hence why Strength would be a good one for this passage) although the strength isn't always inner strength but forceful personality and will.
JMD had it along the right lines with his glamour idea, though I tend to see the Queen of Wands as being able to do this more than the Queen of Cups... She exudes sexuality, sensuality, and most importantly: charm, and this is part of what gets her to where she wants to be. :D
