The feeling I got from the character described is that he's a man of the people, a man of humility, who's only concern is with his work and none of the extraneous details of race, rank, or even criminality.
Soooo . . . my first guess along that line is 8 of Pentacles, the card of the dedicated and single-minded apprentice.

Okay, so my next guess is the Page of Swords, for the sense of the spy, the ringer, the wild card in the bunch, who plays his own cards close to his chest.

Think about this strange situation Hoke Moseley is in. He's a senior cop but nevertheless he gets the order to apply as a crew chief somewhere in Southern Miami. Only reading this made me sweat. Everything is taken away from him. He has no gun, no badge, no money, no second pair of socks, and also his false teeth have to remain in his drawer at the police station... :D :D :D

You got it! It was the Moon I had in mind when I read this passage. Danger, delusion, fear, a very unclear situation. Hoke was faced with all of it, but he finally found his way.
