OK, here goes...I hope this isn't too easy!
"Humanity rages like a tempest, but I sigh in silence for I know the storm must pass away while a sigh goes to God."

The Tower?
(It's the image of the raging storm and it's eventual passing that hooked me ...)

The Hermit?

From the imagery on the RWCS, I'll say...
Judgment.
The Divine has awakened them and stirred them up, but it's part of their homecoming.

... And also the fact that the Tower card is called Maison-Dieu (House of God) in the Marseilles deck.

While I know a sigh goes to God....
Hmmm....
Good responses all.

No...none of these are what I had in mind. Though I can see reasons for all of them!

How about Death?
Death would know what we rage about.

I'll try the....
10 of wands.
All the activity and energies from going through the wands becomes a heavy burden if not released. Sigh, let it go, and let God free you.

It is not the...
Tower
Hermit
Judgement
High Priestess
Death
10 of Wands
To me the author is conquering the storm within because "a sigh goes to God".
Does that help?

What about 9 Swords?
There certainly some prayer going on there and the poor guy looks as though he;s going through a tempest?

Tmgrl2 got it! The Hanged Man!
It seemed to me that he had to surrender the raging parts of his humanity in order to be more like God...in kind of a serene place of stasis as he waited for the spirit realm.
Your turn, Tmgrl2!

The Hanged Man is my Hidden /Shadow card, my teacher. So maybe that is why it struck me.
tomorrow I shall select...
