Placement of The Fool before The World

I have read that some believe that the fool can be placed anywhere within the major arcana. What is the significance of placing it before the world? Is there any special significance to this placement?

The poor Fool card gets bounced all over depending on what system you are using to study the cards..i.e. if you are doing it by a numerical, planetary, astrological, or cabbalistic basis. If you are using the Hebrew alphabet assigned to the cards, you would put them in the alphabet's order, regardless of the cards Arabic numeral designation. If you used the planetary designations, the cards would be placed in order starting with those assigned to Aries.
