4 of Wands - DC sniper

IThis card often puzzles me. I am looking for insight:
I did a CC 3 days ago, asking for info on the DC Sniper. 4 of wands was the "immediate outcome"in position 6. Given today's developements, can anyone interpret? I am trying to get to know this card better. Thanks.

I originally read this to mean 2 men, perhaps brothers. I also saw 1 more person being shot (put in the line of fire, literally), and did not think the perpetrators were going to be caught anytime soon. So I was wrong there, based on 4 of wands and THM. I also got the feeling the intent was more planned and purposeful than serial killing for sport, and that the two men were not afraid. Probably saw their own deaths from all this.
Can anyone offer insight into 4 of Wands, in this situation?

P.S. THM was one reason why I thought it'd be a while before they were caught. But now I read about some sort of rabbit-noose message they sent to the police? Who knows...

The 4 of Wands usually implies some sort of honour or temporary victory according to traditional meanings of this card, as I'm sure you know.
However, I tend to think visually a lot and I might have interpreted this card as that little "tent" thing that they have been using in D.C. to give their press releases, with the four corners of the tent being the four wands, implying that there would be another press release. Depending on the other cards and my feelings about them I might also consider the number four or a group of four creative leaders or a political group of people of some sort or an individual with some sort of victory. Again this would probably lead me back to the police force involved in the investigation(the tent).
It really all comes down to what you think it means related to the other cards and what it suggests to you at the time, in my opinion.
