Well, there is many a book... containing copyright material. ;) But one source of (declared) public domain meanings, I found useful for various purposes, was due to Blair Stafford (qv). Here is one (of many?) sites that makes these available... http://www.spiralnature.com/magick/divin/tarot/divinmeaning.html There are other sources of the text e.g. in PDF format for easier printing...
