I was thinking about tarot in the shower today, and the idea popped into my head that the Wheel of Fortune and Justice are only different due to a matter of perspective. Basically, it's the same picture, one is a closeup and one is the panoramic view.
The Wheel of Fortune would be the closeup. You are totally immersed in the ups and downs of life that surround you. For me, the Wheel has always indicated a roller coaster ride where you know that things will eventually end up for the better, but you can't always tell when or how. You're in the middle of things, and you can only see a part of the picture.
Justice would be the panoramic view. You have gained some objectivity and something of the ability to distance yourself from your life circumstances to gain perspective. You have the long view now. Rather than being caught up in the details, you see the whole picture. You can recognize how the mechanisms of the universe/karma/law (whatever you like to call it) are working out. Things will probably end up for the better, and this time you can see how. You recognize the balance of things because you're seeing the larger view.
Now that I've been thinking about it in this way, it makes sense that Justice would follow the Wheel. Your mileage, of course, may vary.
Thoughts?

I can see what you mean and it's an interesting insight. I've interpreted the two this way:
Wheel of Fortune is kind of like the "S! Happens" card. Good or bad, life has its ups and downs. When it rains, for example, some of us bemoan the weather, but the gardener relishes that she doesn't need to water that day. While both are Major Arcana and therefore "destiny cards" in that the events signified by the cards are not in our direct control, the Wheel, to me, seems all the more like that. What happens, happens. When you're at the bottom there's nowhere to look but up and if you're at the top you know you can't stay there permanently.
Justice, OTOH, is more a "reap what you sow" card to me. The decision rendered by Justice is one that you have, by your actions and choices in the past, influenced. Usually it's a favorable decision, but sometimes it's not. Sometimes Justice shows up in a reading when the querant needs the power to render a just decision herself and Justice proclaims that she can and will deal with the situation in a fair-minded manner. Likewise, the decision that will be made that is out of her control will also be just and fair and will be made according to karmic law.

i could see the two as a sort of trade off, maybe they could be a cycle on their own. Also, have you noticed that it is like that with a lot of cards? You could probably find a way to make the entire major arcana into any permutation possible!

one is a closeup and one is the panoramic view. Y'know, as soon as I read that, my first thoughts were "Hey, yeah," and then came up with the exact opposite conclusion before even reading the next line.
My first thoughts linked Justice up with the examining of one specific situation, whereas I thought of Wheel of Fortune as the overview -- the words that crossed my mind were the "Wheel of Life." Perhaps neither comparison is wrong.
I think the real difference between the cards might be control. Justice implies a sense of order or control in the situation, whereas the Wheel identifies a situation that might be out of your hands. Well, that's my take on it anyway.

The Wheel of Fortune is a close up of the Chariot card.
On the Chariot, you're in the driver's seat, and you have some perspective.

Wheel of Fortune:
birth/rebirth...cycles..
fortune/luck
vs.
destiny/fate
Justice....
The scales...objective balance..
The sword: subjective justice ....Mercy...vengeance is mine, sayeth the Lord...
Right is might
And...above all...there are some subtle elements of justice which we shall never see or know or even understand.
I see the Wheel more as the repetition of various cycles in life or in the process of achieving spiritual growth.
