Meaning of the Queens...

I recently did a Celtic Spread for an infant (relative) as I was worried about the circumstances surrounding her and wanted to see if she was in danger (teenage mother hasn't got sense enough to come in out of the rain and father isn't in the picture at all).
Three of the Queens appeared. I took that to mean that she's being taken care of, if not quite as properly as we would like. Would that be a fair assumption?

There could be other mother-figures around her - does the teenage mother have a mother, or an aunt? You might take the youngest queen to be the mother, and the other to be surrounding older females who are also mothering the child. What were the other cards? Which deck?

If I were you, I'd be looking at which of the queens wasn't present. The fact that three of the four were there draws your attention to the one that wasn't. After all, an infant is going to be surrounded by a lot of nurturing energy, so if that is unbalanced/lacking that might be what you're looking at. But it's hard to draw more conclusions without knowing which three it was.

It was the Queen of Swords that didn't show up. The first two cards were the Queen of Pentacles with the Queen of Cups atop it (Celtic Cross). Then the Queen of Wands next, boom boom boom.
The other cards are
4th - Strength
5th - 6 wands
6th - Ace Cups
7th - Page of Pentacles
8th - Knight Pentacles
9th - Moon
10th - Five Pentacles
Right now, the teenage mother is living with latest boyfriend in a very small trailer, no job or plans to get one, no phone, isolated area with no cell phone access and one vehicle that he drives. Baby's father not in the picture at all since before baby was born. She is 45 minutes away from family and will not allow help. Needless to say, no prenatal care either so was a worry but the baby seems very healthy and feisty.
My intuition from this reading said that even though she's not in the best of situations, the baby will be okay and is not in any harm at this point although there are shady circumstances I won't go into and which prompted me to do a reading in the first place.
What do more experienced eyes see from this?

Despite immaturity and lack of money, the baby is getting plenty of love and physical care. She is also surrounded by a happy confident energy (6 wands) and the mother and "stepfather" are using imagination to look after her. But also - they can be a bit unrealistic.
As for the queens: between the mother and her boyfriend (and their friends) the baby is getting motherly attention from everyone but the Queen of Swords - i.e. she is not getting mental stimulation. That is not serious at this stage but could show up later in lack of attention at school, and difficulty in understanding logical and/or verbal subjects. It also means that she is not being taught the kind of mental toughness that allows her to resist peer pressure. She needs someone to stimulate her mind (depending on her age - with mobiles, colour shapes, educational toys for babies and toddlers, etc. plus people talking to her and reading her stories).
Rather than offering "grown-up" help as to how to change nappies or balance a budget, you/family could give such gifts, and suggest just a visit, and then talking to the baby and stimulate her mind with games. Physically the baby is fine, obviously.
