Question about him. What does he signify if he comes out as the outcome of a relationship. All surrounding cards of feelings between the two look good for a relationship, i.e...9 of cups, 10 of pentacles (his her feelings) Heirophant, 6 of Pentacles (what they need), and other mutually happy cards. So the relationship seems as though it's in a good place. but the outcome for the relationship as the Emperor... I am stumped on. what could this signify for the two?

Someone very much wants/needs to be in control. But the Emperor also signifies safety and protection, so it could indicate a strong, safe relationship.

Given the other cards, it could indicate that the outcome is a very well run kingdom--as it were. Some couples like spontaneity, chaos even; Others like routine, focus, ambition. I've got friends like that. Goal #1, marry. Goal #2, get a house. Goal #3, have a kid....an inbetween, the like to keep to a routine. They like to feel they are in complete control of their lives--and their relationship.
That's the emperor, a focused relationship, with strong goals and a well-organized battleplan for achieving them...and probably a dislike for chaos, upsets or anything that interferes with their controlled lives.

Double-edged sword here. It could mean that one of you expects that he will run everything and the other will let him, or it can indicate the other expects him to run the show ('him' is a relative term, not a gender designate).
There is always some controversy concerning a Court card (Yes, the Emperor and Empress can be considered Court but not suit cards) appearing as the final card or final outcome in a spread. Some say the card does not reflect the 'outcome' itself but a person who will help you achieve the 'outcome.' In this instance it may not be telling you to 'become' the emperor, but to seek out someone in an emperor position who can help, guide, or counsel you for the best way to achieve the best outcome.

You could do another little spread for more info with the Emporer as the Significator. This is the only time when I think Significators are useful!

i would agree with thirteen....they need to make sure everything's in order, or one of them will get stressed out and the relationship will fail.
