Is the man in in this card the same man as the Emporer? He seems quite stict in this card. His line of thinking seems to be clear cut, honest, and fair. He has all of the suits with him in this card, he seems to view things from all sides. I don't know that his approach is a compassionate one, his ruling may be delivered in a harsh way. He's methodical, meticulous, holds people to high standards and expects nothing more from them than he expects of himself.
