A eight-spoked stone wheel is held up and turned by a goddess and a god (Pan) under the sun and moon. Three nude figures ride or are bound to the wheel: the crawling baby at top seems to look at the sky or sun; the adult woman in the prime of life is sunside of the wheel, has three bindings, and she shields her face; the elder/crone is moon side of the wheel, also shields her face, and has one binding. One large red drop falls from the wheel between the goddess and god to the earth. Behind the rise are flowing waters. Across them are mountains, a glowing hind, and a wheat harvest bundle. There's more light than dark in this Wheel.

Many cycles of life, death and rebirth are represented in this card's images. Eight spoked wheels or circles are a symbol of Buddhism, its 8 paths of Enlightment, and may be a reference to its concepts of non-attachment. Maiden mother crone is a powerful symbol of the change and the Goddess for Dianic witches and Wiccans. The hunt and self-sacrifice of the Horned King (Keltic myths), the wheat referencing possibly the stories of good John Barleycorn, ca be seen in this card.

Seasons change. Life goes on, and that's not something under our control. That which is born ages and eventually dies and eventually something new is born. You cannot see the future, but know that change is coming. Spring becomes summer becomes autumn becomes winter becomes spring...

Notice this Wheel turns counter-clockwise? Interesting; maybe its just to keep the baby crawling to the left, which feels more like the future...

I noticed that also. Maybe it's because we expect it to turn to the right that the artist decided to have it turn to the left?
