You can see that there is actually a piece of his head missing (along with piece of brain) on the right side of his head.

I think the members of the Golden Dawn did the exact same thing when using a standard Tarot deck. The Golden Dawn "Book T" makes it pretty clear that they swapped the Knights and the Kings in a standard deck to make the court cards fit with YHVH.

The swift, mounted Knights of a standard deck became Kings representing the rapid element of Fire. The Kings of a standard deck became seated Princes and the element Air.

In the Thoth Tarot Crowley just let the Knights be Knights because the name seems more in line with the element of Fire.
