I think what the person meant was more along the lines of wishes relating to justice. Like "Someday that so-and-so will get what he deserves for trying to cheat me!" This sort of thinking often leads to people NOT protesting when the so-and-so is wrongly accused and ends up in jail. And then, of course, others start to get wrongly accused and end up in jail, but the person is still benefiting from this so they still don't protest.

Eventually, everyone's at risk of being jailed and it's too late to protest.

Or, perhaps, a person in the justice system who cracks down on offenders because of personal reasons ("A cheat once ruined my life. I hate cheaters!") rather than because it's really just.

So, it's less a wish-gone-wrong as justice spinning out of control.
