The meaning of this card is manifested in this deck by the tale of The Fairy Hunt, found here. As the companion book notes, this is almost more of an anecdote than a fully-developed tale. I think it's like the ghost stories we used to scare one another with at camp back in the day.
Generally speaking the Eight of Wands signifies many things happening at once, things falling into place, the thrill of the chase, and so on. The card image captures the sense nicely of dynamic activity, although it's being observed from a distance, and that alters my sense of the card. The Fairy Hunt wasn't something that you want to join, because you never come back.
