I think, as several people have already pointed out, there are a couple of differant ways of looking at it. My theory regarding the gesture is A) it is a throw back from previous illustrations of the hierophant and B) it may perhaps have some meaning in ceremonial magic as depicted in the Thoth. Crowley did apparently weave some elements from hermetic magic into the deck.
