I would go with Tarot of Pagan Cats....if the person getting it likes cats that is. With the possible exception of the 6 of Wands where the cat is attacking a rat, there is no violence. It is definitely a Rider Waite clone and is one of the few decks that people I know show any interest in even if they don't like tarot.
