I've found 3P rx to mean lack of progress, the parties are not prepared to put the work in to get things off the ground, problems at the very foundation of the relationship.

I fall perfectly in line with this interpretation from my "number theory" experience: all of the Threes are about some kind of progress or opportunity, so I would usually see reversal as "stalled progress" or "missed opportunity." The other symbolic reference is to "planning" (the craftsman is waiting on the architect and the clergyman to agree on the blueprint changes so they can direct him). With reversal, he can't "work the plan" if the planning has gone awry, so he sits on his hands and the foundation remains unfinished.
