Is Justice male or female?

I think it isnt either male or female but I have seen justice depicted in many cards as female. yet i feel justice is for anyone hwo deserves justice.
I often think of the Templars when thinking of 'Justice' or the Maat card from the Goddess Guidance oracle.
My favourite painting I own is a A Chester Justice and shows a cloaked male figure.

I always considered Justice as female.

I always assumed Justice was male, but looking closely Justice appears female. She looks like she has breasts.

For me, the fact that she is one of the virtues makes her essentially female.

Just to throw another view into the mix....
The fact that she comes early in the sequence... [another gripe I have with RWS - she should be at VIII and not XI]... means that she is very young... one of the, if not the earliest-developed virtue.
