I never thought of it like that. The 10 wands would flow onto the Ace of Cups and the 10 of Cups would flow onto the Ace of Swords. Eventually the suits would reach their end with the 10 of Disks but until that point the energies represented would indeed have to have a outlet in order to continue the development of the Tarot.
