Pardon if this has been discussed before. Does anyone know if there is a significance of the Empress's 10-starred crown? Specifically the number 10? Thanks.

It's 12 stars. It's a sign of being omni present (heaven & earth) & being the great goddess/great mother who basically birthed the earth/universe. The crown relates to heaven and the zodiac (12 star signs). A crown is a symbol of power.

"She is above all things universal fecundity and the outer sense of the Word."

I think in one sense the crown represents fruitfulness.

Waite was a self-described Catholic Mystic, so I think the Biblical element to the symbolism shouldn't be overlooked -- twelve tribes of Israel, twelve Apostles, and Revelation 12:1 "And a great sign appeared in heaven: a woman clothed with the sun, with the moon under her feet, and on her head a crown of twelve stars."
