HOW and WHY spreads

In TALKING TAROT there is a discussion about ways to make a question, and some are suggesting "how" and "why" are good words to start with.

The questions I would like to answer are something like:

What can I do to meet up with this person?
Why has this person not met me yet?


Do you know of any spread that would be good to deal with them?

I've realized that those questions don't start with "How", but in the end everything can mean the same. To make it start with "how" I could ask something like:

How can I make him mine?
