I see the cups as being 'things' with varying in difficulties to achieve.

The castle - so stability, a physical home, roof over one's head, their castle. That's something most people have and if not, it's easiest achieved and maybe most needed.

The jewels - wealth is next. Not necessarily an abundance of money, but some, any amount of money is next easily achieved.

So from there, he can reach to the right and grab these two:

The crown - success. This depends on your definition, but if your aim today is to read a chapter of a book and you do it, you succeeded.

The dragon - part of the conscious/subconscious split, and representing the ego, so fear, greed, hatred, vanity, whatever.

Then above these, there are 3 cups that are more difficult to reach for. Perhaps in reaching for one, he might knock off one or more of the others, perhaps he'll slip and fall away from the cloud altogether, and lose everything. They require some careful planning or risk or indeed, just luck.

The face - a partner. This requires the luck of meeting one in the first place, and also if you choose the wrong one you might impact on other areas of your life (e.g. wealth, stability)

The shrouded figure - this is actually hardest to reach, even though it's in a place that appears to lure. If you already have the partner in the top left cup, you risk that going for the shrouded figure, and you also risk the bottom cups.

The snake - this is either a real evil force (which is difficult, thankfully, to "grab") or true wisdom and a great knowledge. You're unlikely to be able to reach for this without knocking the dragon out of its cup tho, which is possibly good because the snake brings with it such understanding and lessons so as to supercede the dragon's ego.
