In the reading circles area (if you click the link I created above it will take you to the thread I created for my exchange in there), just select the 'new thread' button. It's up the top left of the page, between the menu and the forum itself.

edit to add: not sure if that was confusing. The Reading Circles area is here. And you create a new thread from there.
