Something along this line happened to me recently, but rather with a Tarot book not a deck.
I had bought the [size=+2]Tarot of Spirit[/size] book along with the deck. When both arrived I was so thrilled, only to find out a bit later that my copy of the book was distorted, i.e. some pages were missing while others were duplicated. The deck however, was sealed and in perfect order and shape, and the cards were not missing at all.
So, I emailed the site I got this book from, though not the publishers, and they were more than pleased to replace this book for me with a nice apology.
My point is that you can email amazon and they will definitely send you a replacement or a refund. You will receive a new deck and in this case you can still return it if any cards are missing which would probably be highly unlikely, or request a refund .
