As far as I can see, everything in this card is about rendering justice without force or emotion. The cool, collected gaze, the perfectly balanced scale, the fact that the sword is pointed down, not up. He/she could force justice, but doesn't have to.

I think this one is a man. But what he wears suggests balance. He is standing with one foot on the stage and the other on the floor, looking ahead. The sword is leaned against the pilar.
I think he is going to raise the sword and come down to meet the challenge or fight against injustice
