The card is flowing with energy both upright and reversed. The upright meaning is one of Dominion, the mage is able to use the wands to express the power, and it flows toward his goals. It is a strong card and it shows a man who is able to use and harness the power. While the reverse is a mage how is lustful of power but for his own personal means. He restricts the powers flow and the cards shows that it goes into the mage and then he looks as if he is about to explode from the power within him.

Meanings

Upright: This card suggests the ability to use your talents and passions to influence the world around you. This is a card of being in control and starting out new projects with power and a sense of a bang. The situation may require channeling the passion and magic of life into the projects as an act of giving and exchange.

Reversed: The power of a situation is being limited and squashed for fear or greed. In the situation, you have an ability or asset that is not being used to its fullest potential. A release needs to happen to prevent a total meltdown or inner turmoil. This card is about selfishness and self-pleasures in a situation.
