The cards are originally from woodcuts, I think it was easier to identify an animal if it was done in white, in block cuts like that. Plus it would be less inking to do. The people were more important than the animals, so less fuss would have been paid to them. I think they basically bowed to the capabilites of the medium they used back then, and all more modern decks just followed suit. At least that'd be my guess.
