I thought it was the Cosmic Tarot, but I went through the deck and couldn't find that tail. Darn. What else could it be?

Me neither! It's extremely tantalising, as the artwork looks so familiar. I almost went for the Alchemical, but I checked through and I can't see it. I am going to be kicking myself if it turns out I've got this deck somewhere!

Oh, and Oakdragon, the Minchiate I was referring to was The Minchiate Tarot - the one by Brian Williams. But anyway, you've clarified that it's none of them.

I'm getting the feeling from various people that maybe this is too difficult, though I didn't think it would be. I might as well give my clue right away too:

This deck is by a famous tarot deck designer (that's probably why it looks familiar), however, it's not one of their more popular decks, as far as I know.

Yes, Chronata, you got it! It's the Tarocco di Colombo by Amerigo Folchi and as coincidinces would have it, I just won this deck on eBay a few minutes ago, too! You turn! Here is the full card, the Knight of Cups.
