Strictly speaking it is not Venus in Virgo, but the second decan of Virgo, ruled by Venus. Though in practice Crowley seems to have interpreted it the same as a planet in sign.
Venus rules the second decan of Virgo, which the Sun enters c.Sep 2-Sep 11.
According to Agrippa:
The second face [of virgo] ascendeth … signifies gain, scraping together of wealth and covetousness.
According to Paul Christian the second decan of Virgo signifies love of money, avarice.
