She doesn't have her crown on her head, but it is instead over the mountain in the distance. In the original RWS deck and in the BOTA deck the crown is also over the mountain in the distance (I thought this image looked familiar!).
In those decks the mountains are wisdom and understanding. The lit crown, or the crown in this case, could be enlightenment or awareness of one's behavior.
This question makes me wonder though, is Temperance ever wearing her crown? At least in the RWS inspired decks I have she isn't wearing the crown.
