I also found an advetisement published on October 5th 1909 for the deck. It would seem that Picard in person drew it. It was a colored version, published indeed before the RWS.

Yes, it's the Henri Maire of le vin fou on the playing cards mat, I thought the red would provide a fine background to the cards.
