Well, from my childhood I do know that in general per omnia means for ever. as in "Through all." Short cut, kinda. As in per omnia saecula saeculorum

So he shall possess the earth for ever, maybe ? (possidebit = he shall possess.)The rest should mean "it shall now be built..."

My Latin scholar hasn't responded; I suspect a change of email...

Per omnia = completely, entirely

The just will build the Lord's house which is already (jam) well (valde) under construction and he will master the earth completely.
